Financial Aid- Image of PDC Graduates
Information for international students seeking to finance a U.S. education

An expert outlines where international students, particularly graduate students, can look for financial aid, and she gives advice on making successful application. Martina Schulze is the cultural affairs specialist at the U.S. Consulate General, Hamburg, Germany, and the educational advising coordinator at the Amerikazentrum, Hamburg.

More than 500,000 international students successfully apply for admission to U.S. colleges and universities every year. According to the Institute of International Education, some 67 percent of them rely on family funds to pay for their studies in America. But for many, applying for adequate financial support is a crucial part of their application. On average, international students will have to pay between $16,000 and $46,500 for tuition and living expenses for an academic year in the United States.

Where Do International Students Receive Financial Support?

The main source for financial aid outside of personal funds are the host U.S. college or university, with 23 percent offering aid, followed by the home government or university with 2.4 percent. The overall picture changes, though, when one compares the percentages for undergraduate and graduate students: While only about 10 percent of all international undergraduates receive financial support from their host institution, 41 percent of all graduate students are supported by their host university. Many of them work as research and teaching assistants at doctoral and research institutions. Moreover, there are more funds available for Ph.D. programs than for master’s programs, as well as more funds in the sciences than in social sciences and humanities. And there is generally more money for international students applying for academic than for professional programs. Incidentally, chances of receiving financial aid from the host institution increase during the second year of studies.

What Kind of Financial Aid is Available From U.S. Sources?

International undergraduate students can apply for partial scholarships, primarily from private colleges and universities; they also are eligible for athletic scholarships and can apply for student loans. Graduate students can apply for teaching, research, and administrative assistantships, as well as for fellowships and scholarships from both private and public universities. Applying for a student loan is also an option for graduate students.

How Do You Successfully Apply For Financial Aid?

Start early with your preparations and research, preferably 15 to 18 months before your studies will begin. Learn about scholarships offered by your home government and university, and apply early.

Do your research: Visit an EducationUSA-supported advising center, and study the specialized reference works on U.S. colleges and universities and prospective departments, which offer information on how much financial aid is available. Also, use the Internet to learn as much as possible about the four to six institutions that you are applying to. If you are a graduate student, google and get to know your professors before you apply. They are the people who will decide which new graduate assistants are accepted, and they should have heard from you before they review your application package.

Don’t be shy about asking for financial aid. Send a second letter if your first application for financial aid has been denied, and address it to a specific person in the academic department or admissions office. If you don’t succeed the first time, call to learn why your application was not successful, and apply again with a stronger application the next year.

Last but not least, financial aid for international students is limited and the competition is keen. To increase your chances of success, you should demonstrate that your academic qualifications are first-rate; study hard to get excellent TOEFL, SAT, GMAT, or GRE scores; show that you have some private funds, or show your financial need; and send in a neat, complete, and well-researched application.

Aga Khan Foundation International Fellowship Program

The Aga Khan Foundation provides a limited number of scholarships each year for postgraduate studies to outstanding students from developing countries who have no other means of financing their studies. Scholarships are awarded on a 50% grant: 50% loan basis through a competitive application process once a year in June or July. The Foundation gives priority to requests for Master’s level courses but is also willing to consider applications for PhD programs, when doctoral degrees are necessary for the career objectives of the student. Requests will also be considered for travel and study awards for PhD students doing their research in Third World countries on topics judged to be of interest to the Aga Khan Development Network. Indian Academy of Science Summer Research Fellowships

Summer Fellowships are awarded to bright students and teachers to work with fellows on research-oriented projects. Approximately 75 such fellowships to students and 25 fellowships to teachers are offered every year with travel and living expenses paid. Announcements inviting applications appear in Resonance and Current Science around November-December, and the selected applicants notified by February-March can avail the fellowships for two months between April and July. Kishor Vaigyanik Protsahan Yojana (KVPY)

Indian Institute of Science Bangalore administers KVPY. The “Kishor Vaigyanik Protsahan Yojana” is an ongoing program started by the Department of Science and Technology, Government of India to encourage students of Basic Sciences, Engineering and Medicine to take up research careers in these areas. AICTE National Doctoral Fellowship (NDF)

A total 50 number of scholarship is awarded for doctoral (PhD) studies at one of the institutes mentioned by All India Council For Technical Education in the application brochure. The scholarship is awarded for three years and can be extended further for one year. The amount of grant is 12000 INR/month and an annual contingency grant of 25000INR. To be a awardee the candidate should be in the first year of full-time doctoral programme in one of the host institutions listed in the Annexure. India Oil Scholarships

450 Scholarships to be awarded on merit-cum-means basis. As part of Indian Oil’s social responsibility programme, the scheme provides for attractive scholarships to bright students selected on ‘merit-cum-means’ basis. For each academic year, 450 scholarships covering the first year students of 10+ / ITI, Engineering, MBBS and MBA, are formally announced through newspaper advertisements inviting applications under the Indian Oil Scholarships Scheme. Out of the total 450 scholarships, 250 scholarships for 10+/ ITI students is on zonal basis @ Rs. 1000/- per month for two years. HSBC Scholarships

2 prestigious scholarships are awarded to Indian Nationals for study in UK. The candidates who have not received any financial support can only apply for this scholarship. Research Associateship for SC/ST Candidates

The scheme has been initiated keeping in view the social background of the candidates for the deprived section of the society and to provide them opportunity to undertake advanced studies and research in Science, Engineering & Technology, Humanities and Social Sciences in Indian Universities & Colleges. The objective of this award is to provide an opportunity to SC/ST candidates to undertake Postdoctoral research in Science, Engineering & Technology, Humanities and Social Sciences at Indian Universities and Colleges. The candidate should have a doctorate degree in the relevant subject preferably with published research work to their credit and evidence of independent research work. The candidate should have a post graduate degree in the concerned subject. He/she should preferably be registered for M.Phil or Ph.D. in any University/Institution in India. CSIR- Junior Research Fellowship

Council For Scientific and Industrial Research (CSIR) conducts all India National Eligibility Test (CSIR-UGC-NET)for the award of Junior Research Fellowship at all CSIR research laboratories and university departments for higher education leading to the degree of PhD. The test is conducted twice a year, in June and December. The test details are advertised in all leading Indian dailies. CSIR – Senior Research Fellowship

Senior research fellowships (SRF) are awarded to working professional in government research laboratories or university departments who have at least two years of research/teaching experience. Applications are invited through advertisement in leading Indian dailies. Candidates who hold M.Sc/MBBS/MD/M.Tech or equivalent are eligible to apply. CSIR Research Associateship

A certain number of RA-ships may be awarded each year directly by CSIR to young research workers who have shown promise in original research and propose to pursue research work in science, engineering, medicine or technology on specific projects. The Associate will do full time research work on problems stated in his/her application and approved by CSIR.Under this scheme, persons possessing Doctorate (PhD/MD/MS/MDS) or equivalent degree or having 3 years of research, teaching and design and development experience after MVSc/MPharm/ME/MTech will be eligible for award as RA.The upper age limit for award of RA shall be 35 years. The upper age limit is relaxable upto 5 years in the case of applicants belonging to scheduled castes/tribes, women, physically handicapped and OBC candidates. ICMR – Junior Research Fellowship

ICMR holds a national level examination for determining the eligibility of Indian National candidates for the award of Junior Research Fellowships (JRF) through Indian Council of Medical Research. The award of Junior Research Fellowship to the successful eligible candidates will depend on their finding placement in a medical college / hospital / university / national laboratory / institution of higher learning and research as applicable. DBT – Post Doctoral fellowship in Biotechnology and Life Sciences

In association with Indian Institute of Science (IISc), Bangalore, Department of Biotechnology awards Post doctoral fellowships to Indian nationals. DBT – Junior Research Fellowships

These are recently introduced fellowships for M.Sc students in any field of Life Sciences. The fellowship is tenable in any University/Institute in India where the candidate can register for PhD. The applicants should be below the age of 28 years, and 33 years in case of reserved categories, and women candidates. Candidates with 60%(55% for reserved categories) of the total marks (equivalent in grade) are eligible. The fellowship will be initially for a period of 3 years extendable for 2 more years based on performance. By the end of 2nd year the performance of JRF will be assessed and will be upgraded to SRF. The fellowship as JRF / SRF will be @ Rs. 8, 000/-/ 9000/- per month + HRA as per host Institute norms, and a research contingency of Rs.30, 000/- per year.
